PRESIDENT'S SIGNATURE
UNLOCKS TRUST FUND AFTER DECADE OF TRYING
President Clinton yesterday signed into law the landmark bill, known as AIR-21 or H.R. 1000, that charts a course for FAA funding and policy for the next three years and requires that all money in the Airport and Airways Trust Fund be spent on aviation projects. "We have finally put the 'trust' back in the trust fund," said AOPA President Phil Boyer yesterday. "All of the taxes collected from aviation users can now be used for air traffic control modernization and airport improvements."
