General meeting of the membership January 11, 1999 at Langdon Farms. The meeting was called to order by Elizabeth Brockway, President at 7:15 PM.
After a general welcome and a short introduction by Elizabeth, Shirley Durham, Vice President, delivered a short memorial and prayer for two pilots and their passengers who were lost recently in accidents.
Elizabeth spoke of organizational accomplishments since the last general meeting - committee formations, contact with governmental representatives, membership growth.
Ted Millar, Treasurer, reported that we have $1963.19 in the bank and several more applications with checks.
Bruce Bennett, Membership Committee Chair, reported 62 members enrolled, approximately 8 more filled out applications and several requests for applications.
Ann Crook of Oregon Aeronautics, a PAAM member, spoke about the current status of user fees, how they are assessed and the proposed changes.
A major factor in the need for the fee policy is that we must be "Grant Compliant" for the money we have received from the Federal Government and to be eligible for future grants. Since the Feds participate at a 90% level, it is a good idea to be in compliance. Criteria for evaluating compliance are 1) Charge fees that are "Fair and Reasonable" and that they are administered consistently and 2) The fees make the airport as self sufficient as possible.
UAO is somewhat unique in that there is a mix of public and private ownership - User fees are included in the lease rates charged for land owned by the State - User fees for private ownership ("through the fence fees") has been assessed at $10 per month per aircraft (requiring registration - flying) .
Concern over how fees are to be collected - Ann indicated that collection relies on the honor system, private owners reporting the number of airplanes that are required to pay the fee.
Ann noted that the money collected at UAO does not go into the general fund and is not used to fund other state airports, it stay here. She asked for input on priorities of how user fees should be spent. She also indicated that there had been enough input against having a full time manager that she would not pursue that. Comments included equitable fees from public to private, precision landing system, restaurant, waste water treatment system, security fence & light, restripe, compass rose at run-up area.
Oregon Aeronautics has control over how their leased property is to be used at the airport. The property is zoned aircraft operations and they try to eliminate other kinds of activities. On private property, zone conformance is a county responsibility and Ann indicated the State couldnt do much. Discussion from the floor indicated a belief that the State could have a strong influence on acceptable uses by denying access. (Concern over alternate use is the lack of user fees to be collected when there is no registered aircraft at the hanger.
Gale Jacobs presented the PAAM web site. He demonstrated the aspects of the site and the intent to maintain it as an information tool and an avenue for discussion. The site is quite impressive and our thanks to Gale for designing and developing the site.

Sign up sheets were made available for those wishing to participate on specific committees. All are encouraged to participate, be involved and help support UAO and maintain our privilege to fly.
There was a suggestion that Safety and Security be considered as two separate committees. Both are significant and require different focus.
